Concerns Rise Over Sale of Downtown Garland Property to Owl Ice House

Garland, TX – The City Council’s recent decision to advance the sale of the downtown property at 519 W. State Street to The Owl Ice House has sparked significant public outcry. The council voted to move the agreement forward for a formal vote scheduled on May 6th, with only Council Member Carissa Dutton abstaining from the decision.

The proposed sale, which has raised alarm among residents and local business owners, involves selling the property for just $740,000—substantially less than its original purchase price of $1.95 million. This deal also includes a $500,000 reimbursement to the developers, contingent upon certain development milestones being met, plus another $200,000 in performance incentives.

Critics argue that the deal favors short-term economic gains over long-term community benefits. AJ Cole, a Garland resident and creator of a petition opposing the sale, highlighted that the city risks giving away a valuable public asset without adequate community input. “This property is being offered at a steep loss, and we believe it should serve the community’s interests, not just an out-of-town developer,” Cole stated.

The Owl Ice House is marketed as a potential anchor for downtown, aiming to attract visitors from neighboring cities. However, many residents are skeptical about whether a casual dining restaurant will draw enough customers to justify the investment. Concerns have been raised about the viability of the business model, particularly given that most restaurants typically stay in business for only 8 to 10 years.

During the recent council meeting, Assistant City Manager Andy Hesser provided a financial comparison between this deal and previous developments, including the Fortunate Son project. While he noted that the investment per square foot for Owl Ice House is lower than that for Fortunate Son, critics argue that these numbers do not paint the full picture. The deal’s total cost, including the projected loss on the property sale, brings the effective price per square foot to $149.

Local business owners have voiced their concerns as well. Cary Hodson, who has operated a business downtown for 10 years, expressed confusion over the proposed use of the property. “Having served on the business association, participated in branding development and surveys, and been an appointed member of the TIF board that approved funding for the property’s redevelopment, I find it perplexing that the proposed use does not align well with the studies and surveys we’ve received all along. This property is crucial for the square and deserves extra consideration. I have consistently welcomed new businesses and advocated for the redevelopment of downtown. This property is a vital piece of the puzzle.”

Community members have rallied around the petition to halt the sale, advocating for alternative uses of the property that align more closely with local desires. The 2023 TIF has already allocated $8 million for potential development, which could allow the city to maintain control over this vital space.

With the council set to make a final decision on May 6th, immediately after the new council convenes, residents call for more transparency and community involvement in the development process. The outcome of this vote could significantly impact the future of downtown Garland.
