GARLAND, TX — Tommy Zapata, a dedicated community leader from the Rustic Oaks Estates neighborhood, has earned the title of “Who’s Who in Garland Neighborhoods” and is now making waves as he competes for the prestigious National Neighborhoods USA (NUSA) awards. He joins fellow finalists, including the Camelont Neighborhood Association’s The Knightly News, winner of Newsletter of the Year, and Firewheel Estates HOA, nominated for Neighborhood of the Year.
The NUSA initiative celebrates outstanding achievements in neighborhoods across the United States, highlighting the vital role that local groups play in enhancing livability. Originally launched as a national convention, the program has evolved to honor the hard work of neighborhood associations, residents, and individuals striving to make a difference.

Zapata’s leadership has been instrumental in fostering a strong sense of community in Rustic Oaks Estates. His initiatives focus on enhancing safety, organizing neighborhood events, and promoting collaboration among residents. Under his guidance, the area has transformed into a welcoming environment where neighbors support one another and work together to address local concerns.
In recognition of their contributions, Tommy has expressed special gratitude to two long-time HOA Board members, Mark Spieker and Nabeel Khwaja. Their steadfast leadership and collaboration were crucial to the success of community projects, including the pond revitalization that took over nine years from vision to completion. Zapata also appreciates the incredible support from neighbors that made these efforts possible.
Beyond his formal leadership roles, Tommy quietly helps local children by repairing their bikes and, when necessary, purchasing tires at no cost. For bikes beyond repair, he reaches out to neighbors for donations, ensuring that no child goes without. A particularly poignant moment for him was witnessing an 8-year-old boy running alongside his older brother because his family could not afford a bike. Thanks to a generous neighbor, they were able to provide him with a donated bike. Tommy hopes these young neighbors will grow up to respect and help others in the community, especially seniors, by offering simple acts of service like washing vehicles or mowing lawns.

The 50th Golden Anniversary and Annual Conference on Neighborhood Concerns is set to take place from May 20-23, 2025, in Jacksonville, Florida. This event will serve as a platform to recognize the accomplishments of community leaders like Zapata, who exemplify the spirit of neighborly cooperation and commitment.
